The Mega Pulse Laser is supposed to be useful just like any other weapon in the game. Its role however is a little out of balance.
A pulse laser has to do more damage than a beam laser. At the same time, the maximum range of the pulse has to be alot smaller than the one of the beam. This is because close-range fighting is said to be more dangerous and riskful than long-range fighting. The additional damage is your reward for taking a risk.
In the current scenario though, the Mega Pulse Laser can fire up to almost 70km with radio lenses. This is what i used Tachyon Beams for about a year ago.

As a player who switched from gallente to amarr ships after the patch, I was suprised to find out how little cap lasers used, before using them I had heard (incorrectly) that they sucked cap like mad. I was also pleased to find out that I didn't need to use beams to hit at distance, having used gallente I was afraid that I would have to get close to blaster range (again wrong). Mega Pulses, I was pleased to discover hit at about 10k past Mega Beam Optimal just fine, as long as I use range ammo, of course a person using Beams could use shorter range ammo and do slightly more damage, but that's ok, because the Pulses hit even as targets get closer, where Beams start to fail.
That said I for one would not be against a 5k drop in Pulse optimal(elimate beam type range), and a slight increase to laser cap usage(having come from gallente without any great increase in cap useage from weaps I think some increase is needed). Though I hear tach's use about the right cap already, i haven't tried that as I don't really have use for a weapon that takes that much pg. I also don't believe any other "nerfs/fixes" would truely be "balanced" as so many would claim.

Dual 250mm Railguns compare best to Mega Pulse laser, actually.
Although, the Dual 250mm Railgun do severely less damage output and have only half as good tracking. Their ranges are just about the same (33km Opt and 8km Fall for Mega, while 24km opt 12km fall for D250mm). It is glaringly obvious when you make that comparison that lasers are a weee bit overpowered currently. (oh, and the powergrid usage on the different turrets are neglible, really, while the ammo usage of the D250 means you cannot viably use them in extended missions or fights) --

well something is definately wrong with the pulse laser!
90% of the time you do NOT chose a beam laser over a pulse laser these days.
so its pretty close to a no brainer module which totally sucks.
main problem I see is that the devs did NOT respond to this issue yet. Therefor many people will train the pulse laser specialization skill. And then they change it and everyone is ****** up who trained pulse laser specialization.
again you would not chose a beam laser over a pulse laser now would you???
suggestion: +25 % cap usage for pulse lasers at least -10 % optimal range
btw the lasers have the best long range "ammo". A damn large radio crystal does 28 dmg
now look at the microwave and infrared crystals .... they have as well a max dmg of 28 but less range in times of tanking different dmg types dont really mean that much. btw 4 thermal or 8 thermal dmg wont give you the edge to kill someone ... so would you use a microwave or infrared crystal over a radio??? something is sooo wrong here its nearly unbelivable ...
at least the devs confirmed that projectile weapons get looked at after shiva...
