I'm sure it's a typo. I have a feeling it will be the following:
Cruiser lvl 5
Assault Ships lvl 4 (and associated skills)
Starship command lvl 5
/just a guess

You do not need to train a frigate skill to train the Assault Ship skill. The Assault Ship skill only requires Mechanic and Engineering lvl 5.
The ship itself requires the ship requirement. I.E. frigates require frigate lvl 5, cruisers require cruisers lvl 5.
