The ship I've had the most fun with is the Harpy actually. Not a particularly good "bang for the buck" ship because I've never even come close to breaking even in my isk lost/isk destroyed ratio (best I've managed is a handful of frigates and a cruiser or two solo before getting snagged by something mean enough to bring me down), but given that they can be replaced after an hour or so of PVE grind it's not that bad.

Pre-nerf T2-fit Myrmidon, with 2x auxiliary nano pump, 1x nanobot accelerator, and a true sansha stasis webifier to go with a fleeting web, with thermodynamics 4 when overheating was new, nano-HACs were the rage, and no Vaga pilot in the world was expecting to be webbed at 18km. 200m wasn't small money to drop on a tech 1 BC, but it was worth it. No self-respecting 5-man nanoHAC gang would think twice about ganking a Myrmi.
I solo'd and destroyed multiple 3-6 member nanoHAC gangs with this ship- with overheat it could tank long enough to kill enough nanoships that the tank stabilized. Nanoships didn't have web, and kept getting webbed at optimal orbit range, so it was web, MWD, 2nd web, 5 zerkers, dead, web, MWD, 2nd web, 5 zerkers, dead, on and on. And once half the gang was slaughtered, I'd turn off my reps and only pulse them, keeping myself at a sliver of armor and losing struct, to give the illusion of being on the verge of death so excited and adrenaline-pumped nanopilots don't notice that the rest of their whole gang is dead.
Had a good run of months, multiple Vaga and Nanotar kills, 5v1s, 6v1s, 4v1s, 3v1s, solo-killed a 5 bill isk officer-fitted Machariel, and solo'd a 11-member ragtag gang of T1/T2 inties, frigs and cruisers in my time.
Then CCP cut my Myrmidon's balls off. =( --- What doesn't manage to kill you... has made a tactical error.

zealot.
wicked fun in beam form for null sec work, insta popping small things, adding surprisingly good dps to larger targets. in pulse form largely the same but with a buffer for low sec.

I used to use this setup inn my old Merc days. Cost v Fun. well i'd buy 5 of them and put them in the area of our targets.
I'm talking and the FEROX, Very underated !!
Setup,
6 x Heavy Neutrons Blasters T2 with Anti 1 x Med Vamp T2
1 x MWD T2 1 x EMP Passive shield hardener T2 1 x Large Shield Extender T2 1 x Warp Scram T2 1 x Large Shield booster T2
3 x Mag stabs T2 2 x Overdrive Injectors T2
5 x Hobgoblins T2.
Love this setup for the simple reason Anti matter hitting at 10k and all the way until u bump them off station or gate.
The great thing about this setup is that u can swap the lows for PDU's if ur needing a greater tank or ur cap skills arn't great.
To get a good ship out of this u really need the battlecruiser level at 4, or better yet 5.
regardless this setup proves to be extremely cost effective.
And a noob could train for this rather quickly just use T1 .

Small Gun Maller with 50k EHP, MWD+Web+Scram, Frig Gangs are quite a common site in faction warfare and Jumping one of these Mallers (which cost all of 2 mil to lose) Into a 10 man frigate gang is a hoot. --- It's like my mom always said... "I knew I should of drowned that one." |

Heretic is my 0.0 favorite. Relatively cheap and effective/great for gangs. It constantly surprises me how often I don't get killed.
In the end though, my hands down favorite (and not cheap) is the Phobos. Hell of a tank and great ship for lowsec. More of a gang ship, but I have survived fights I should never have gotten into. I think my K/D with the Phobos is like 60/5 or so. Course the way I fit em I am out about a quarter billion each time. Still very fun ship though.

King of cost plus fun has got to be the thorax before the drone control nerf ..the plated thorax with 5 heavy's was ...lets just say sweet. It was cheap, did just under bs dps, could tank, heavy tackle, did I mention cheap? I think total I was around 15 mil with setup? 6 fully setup for 100 mill, in the right conditions you were bbqing most hacs, pwning most cruisers, and face pwning alot of bs.
Arbi is nice. Vexor is really nice.
Almost all the BC's are gangsta. CCP did a real good job with them. Descent price, good dps, good tank. Cheap to buy, really cheap to build with descent skills and setup. Even with rigs to add a little spice, not that expensive. Insures for 10 mill. have only flown: Hurricane is so freaking flexible, lovely ship. Harbinger has lasers, you can't go wrong with lasers.

I didn't see solo PVP in here, so I'm assuming that a ship that can be used in a gang is a viable choice. In that case...
The griffin. For 500k isk (or less), and not a lot of skill points, you can have an effective (not uber, but effective) ECM ship that would be welcome in any gang.

You are getting 100dps from somewhere that I cant find.... Even overloaded I'm only seeing 618.
