I have searched this problem for atleast 4 hours straight now, and keep finding solutions that dont work.
I am running windows vista home 32 bit, and eve was running fine and one day i turned on my computer and opened eve and the splash screen loads and then disapears but the game does not load. people say they have the same problem and they can see eve in the system tray, i can not, they also say Alt+Enter maximises Eve fixing the problem, this does not work for me. ExeFile.exe (CCP ExeFile) is running in the processes Tab, but nothing else seems to be happening.
I have completely uninstalled and deleted every trace of EVE and CCP on my computer and then reinstalled EVE to no effect, the exact same problem and symptoms continue to happen, please any help would be greatly appreciated.

I know you said you erased every trace but most of the time this is cache files. You would need to manually delete them and they do not exist in your EVE folder. Just in case you did not do this already they can be found here.
"User"/appdata/local/CCP/EVE/c_proram_files_ccp_eve_tranquility/cache
If you have never deleted these files before be aware it will reset all your settings to default. You will need to customize everything again.

how do i get into the cache folder?
I do a search and nothing is found, and I cant find the location of the apps folder.
how do i do this?

Try closeing task tree on eve.exe in task manager (and on anything else eve/ccp related. then trying again?

i had thids prob aswell just clear the cache in the aoodata folder like someone mentioned above it works a ttreat and u should have ur overview settings bacled up anyway so its only a 2 min job getting settings back to normal
