Rather than *****ing and moaning about your ISP go to the link below and check to see which ISP's have their own equipment in your local exchange. Any ISP with equipment in your exchange should be giving you the maximum that your line can handle / what you paid for however if you are with an ISP that doesn't have any equipment in your local exchange you are actually on a re-packaged BT product (BT Wholesale Network) which means you will almost certainly be throttled during peak times as the BT wholesale network is MASSIVELY oversubscribed.
To see whether your ISP has equipment in your local exchange fill out the info on the website and at the results section look under "LLU" to the right, the ones with ticks next to their name have equipment and vice versa.

If your ISP doesn't have their own equipment switch to an ISP who does, that will almost certainly fix the problems many of you are experiencing. Unfortunatley I know this from first hand!

Seems to be working tonight...there was a slight hitch around 6:05 but I just connected there now after dinner and had no problems

an ISP is only ever good for a few years at best, people catch on, swarm to it and the services becomes too taxed as they rarely expand on equipment. (Or they sell out to tiscali who butcher the service completly - damn you Nildram)
Been through 6 ISPs in 6 years with home and business and bethere/o2 are the best in the market for now.
but keep it under yer hats.

yeah - weird, I was able to log on slightly before midnight I might have been able to sooner if I'd tried. It could be their response to people leaving in droves. I for one have already got my MAC key and given it to vispa.com

If it is the case that tiscali (and other AOL subsidiaries) are blockng a specific port and IP address, and have not informed their users that they are doing so it may constitue a breach of contract (Not a lawyer so check this out before crying foul).
Your only recourse at the moment is to consult a lawyer to see if there has been a breach of contract, contact OFCOM, and possibly get in touch with Watchdog
I would advise emailing Watchdog en masse as you're more likely to get something done quickly as no ISP wants bad publicity.
I don't use Tiscali myself, though I was a TalkTalk customer for a while until their customer service got on my **** and I switched to Aquiss (expensive but very good CS and reliable, fast connection with no contract)
