A lot of potentially good ideas..
Or rather some important critical points to balance and feature issues..
Some you need to really look at again, because suggesting stupid things like increased tax in high volume trade areas kind of undermines your OP.
Tax in such areas go down, but service prices go up.. The effect you wanted is better served using RL mechanics and concepts.
I have been asking for supply and demand controlled npc facility prices since 2004 it would and will fix population distribution and lessen the congestions like Jita..

Sorry, should have made it clearer that Pirate Faction stations dont care what your Concord sec status is, they care about your Pirate Faction status. If you stick CONCORD in front of 'sec status' it should make more sense.

Thukkers let anyone dock, but the undocking fee depends on how negative your security status is, and what ship you do it in.
On the other hand, piwates will have to either POS up, live out of cans, base out of somewhere like Curse thats, like, *run* by a pirate faction, or find a friendly neighbourhood 0.0 Sov holder who is prepared to grant you standings.
Oh yeah, Chilaros, I'm stealing your nerfs.

Rent on station hanger space. You can store you frigates and cruisers for a few hundred or thousand ISK a month, but those millions of cubic meters of stockpiled crap are now going to cost you.
Failure to pay results in your Stuff being put up by the station owner on contracts.

NPC trade routes now switch around in a similar way suggested for moon materials.

I think it would be awesome if neg secs had to operate out of POS or wspace. Far more realistic. What station manager regularly allows known psychopaths to wander their halls?

Pirate Nerf #1
If your Negative Security status is greater than your Faction standing, you can't dock at that Concord-affiliated station. Pirate factions are not Concord-affiliated (edited for clarity)
Pirate Nerf #2
Gate guns get changed to be similar to POS guns (different sizes and types and tracking). Gates can also have the other fun POS modules, such as ECM, warp scrams, and so on.
Pirate Nerf #3
If a Gate Gun has been firing for more than (related to sec standing) minutes, then they start to load the Faction Ammo and their DPS goes up. If they are firing for more than twice this, a Concord Patrol gets called in.
Pirate Nerf #4
Concord and Gate Guns now try and pod sufficiently negative security standing pilots.
Pirate Nerf #5
You only get Sec Status returned for killing people with worse Sec Status than you. Most rats dont manage to actually kill anyone, so their Sec Status isnt particularily bad.
Pirate Nerf #6
Concord now sends roaming gangs into 0.0. If you're negative sec status, they shoot at you. The good news is Concord are now killable again.
Pirate Nerf #7
Concord may be willing to offer Special Missions to kill certain Pirate Operatives (aka other pirates with really negative standings), offering LPs, standings and large wads of cash.
Pirate Buff #1
Pirate Faction Missions now include killing Concord Mercenaries (aka ratters). These are advertised in Contracts as per Mission Runner Nerf #1. They may include specific named contracts against specifically named Concord Mercenaries.
Pirate Buff #2
Pirate Faction LPs, including those gained from ganking enemies of the Pirates under Pirate Buff#1, can be traded in for bookmarks to wormholes to hisec and/or losec, detected by Pirate Scouts. Please carefully review this in conjunction with Carebear Nerf #1.
Pirate Buff #3
Same as Pirate Nerf #7. Hey, it's a living.
I AGREE with ALL your suggestions BUT THESE ONES ^^^^^^^, pirates have it hard enough as it is (no profit from low sec, thusly no one goes except to BLOB pirates. When they make lvl 4s in low sec, maybe i'll go for some of these.

Mr Hourai is apparently one of the many very dumb piwates of New Eden, who like the game on EZ-Mode.
Smarter pirates have already noticed the effect of the below on the relative attractiveness of lo-sec.

Every time a mission is completed, the Agent gets a little more fat and happy and declines in quality. Every so often, Agents get a little more desperate and increase in quality.
So, Mr Hourai, under that nerf, what happens to a popular L4 agent in hisec ?

some of those are interesting and should be looked at, some are "meh", and some would probably cause a few too many issues. Taken as a whole, the package would likely shater the player base, which falls under the category of "friggin whacked out insane" for any company to attempt.

I approve of this product and/or service.
Honestly though there are some REALLY good ideas in here, for examaple most of the ratter nerfs, the mining nerfs (tbh I see moving roids to all grav sites as a buff), I REALLY like the local nerf, makes stealth ops much more viable. Not digging the pirate nerfs as much (and its not bias, I'm a carebear :S), but I really like the moon mining nerfs, keeps 0.0 alliances from camping all the dyspro and protemium moons (as easily anyway).
However, the sov nerf, are you saying I'd start to lose sov if I killed my own rats? isn't one of the upsides to sov being able to kill the rats? (I mean, you can kill rats anywhere, but you know wat I mean)
