Mission Runner nerf #1
Agents spam the contracts interface for how much you are prepared to pay to do a mission for. Bids start at what they pay now - for example negative 2 million, but it's an auction if there's a bunch of mission runners out there then someone may be willing to undercut. Ah well, bad for the mission runners, good for the Agent's bottom line.
Mission Runner nerf #2
Every time a mission is completed, the Agent gets a little more fat and happy and declines in quality. Every so often, Agents get a little more desperate and increase in quality.
Ratter nerf #1
The Angel Cartel, Guristas Associates and so on get a little smarter, and go get themselves a killboard. It gets scanned each week, and they build lots of whatever ship is involved in the most kills. This ship then gets spawned more frequently. Oh, is that *another* warp scrambling frigate ?
Ratter nerf #2
Non-tackling Rats have a chance at warping off when they get into structure. Get close or bring a scrambler. Tacklers, as always, take their chances.

Every time a rat dies, there's a tiny increase in the system's security status. Destruction of pod-pilot vessels and non-Pirate NPCs in system available to decrease system security status. Security status, or lack thereof, "leaks" from neighbouring systems, demonstrating Concord and Empire politics at work.

If you have negative faction with a Pirate Faction, you can't dock at their stations. No way are we letting those Concord Mercenaries in here - it's a Domination Angel station, bud.

If you dont know what Not Held Covered means, it means I wouldnt be expecting an insurance payout. Oh, and Pend will be keeping the payment thank you very much, as you just voided your policy.

Pend Insurance, or the first party, reserves the right to decline the offer by a pilot, or the second party, to purchase insurance from the first party if the commercial judgement of the first party is that the second party is a poor insurance risk, as demonstrated by their claims history.

All asteroids have to be individually scanned to find whats in them, and how rich it is.

Very occasionally, there's a very small Moon Minerals asteroid.
Carebear Nerf #1
Local is triggered by entering a system via a conventional stargate, or entering or leaving a station. If they didnt enter via a stargate or a station, they dont show up in local. Fear the Black Ops Cyno.

If your Negative Security status is greater than your Faction standing, you can't dock at that station.

Gate guns get changed to be similar to POS guns (different sizes and types and tracking). Gates can also have the other fun POS modules, such as ECM, warp scrams, and so on.

If a Gate Gun has been firing for more than (related to sec standing) minutes, then they start to load the Faction Ammo and their DPS goes up. If they are firing for more than twice this, a Concord Patrol gets called in.

Concord and Gate Guns now try and pod sufficiently negative security standing pilots.

You only get Sec Status returned for killing people with worse Sec Status than you. Most rats dont manage to actually kill anyone, so their Sec Status isnt particularily bad.

Concord now sends roaming gangs into 0.0. If you're negative sec status, they shoot at you. The good news is Concord are now killable again.

Pirate Faction Missions now include killing Concord Mercenaries (aka ratters). These are advertised in Contracts as per Mission Runner Nerf #1. They may include specific named contracts against specifically named Concord Mercenaries.

Pirate Faction LPs, including those gained from ganking enemies of the Pirates under Pirate Buff#1, can be traded in for bookmarks to wormholes to hisec and/or losec, detected by Pirate Scouts. Please carefully review this in conjunction with Carebear Nerf #1.

You can now kill Concord. Concord should be expected to Blob you, unless you hit a Concord roaming gang in 0.0.
POS Fueler #1
POS no longer hold Sov, so you dont have blah hundred of them to refuel.
Sov Holder Nerf #1
To claim Sov, you need to improve the Security status in the system by systematically killing rats and destroying any Pirate POS and Installations in the system. Once Sov is claimed, <<your corp/alliance>> NPCs spawn in the system instead of pirates. Every time one finishes trundling from the belt it's in to somewhere else, you get a tiny, automatic Sov boost. When one of <<your corp/alliance>> NPCs dies, you get a tiny, automatic Sov decrease. Cynojammers and Jump Bridges are still Sov 3. Note Ratter Nerf #3 still applies, except that <<your corp/alliance>> pod pilots and <<your corp/alliance>> NPCs dying reduces your sec status, and other peoples pod pilots dying increases it.
Sov Holder Buff #1
Sov Holders get to set Sales Taxes etc in their stations, and keep the money.
Outpost Owner Buff #1
You can now put guns etc on a Station. Stations have a power and CPU budget, just like a POS.
Ex-Outpost Owner Nerf #1
A pilot with appropriate rights now has access to all hangars in that station. Including those of the ex-owners. It's *your* station dammit - what are they going to do, report you to Concord ?
Ex-Station Owner Nerf #2
Rather than shooting at them to get control, you can merely blow them up.
Moon Miner Nerf #1
Moon minerals start at 100/hour. Every so often, a deposit degrades to produce less. Decline's a *****.

While Moon Miners are inside the POS shields, every hour small, medium and large Moon Mining drones must get from the planet back to the array to deposit the minerals. If these get blown up, well, the moon minerals are now lying in space, arent they ?

Hardworking researchers have discovered anti-Doomsday modules for Shield, Armour and Structure Tankers. They improve resists against DD blasts to 99% or so.

Titans can now replace their technologically obsolescent DD with a conventional BFG.

All except pirate nerfs 1,2 and 3 are good.

I was thinking of Providence when I put in the 'this aint 0.0 no more' sec status changes ... Providence is Ammarr losec, only safer and with better rats :)

Ratter nerf #3 would enable capital ships in high-sec systems. Not that I would complain - it would be rather interesting. On the other hand, you could also risk an entire fleet of hundreds of capital ships being locked in place because the neighboring systems just passed 0.5 security due to people popping rats.
It would add some rather unfortunate alternatives to a face-to-face fleet battle.

I like the idea of dynamic true-sec depending on how many rats are killed in the systems, and true-sec in well-ratted systems "spilling over" to less inhabited systems instead of remaining static. As for most of these nerfs, they'd break the whole economic system, and would cause lots of players to go bankrupt and just quit the game cause they cant be bothered, which are things i dont think is anywhere near CCP's area of interest.

you boys need your own PVE server, with only high sec, so you can play your wow in space in absolute safety... submerging yourselves into carebear intricacies of missioning and impressing each other with your super modules in a nice safe controlled environment where your heart never pumps and u grow fat and happy without ever exposing yourself to the winds.
Concord gangs in 0.0... concord mercinaries, concord in low sec and a bunch of carebears agreeing with each other.

Unless one introduces a reasonably quick way to improve sec status or improve faction relations, basing the ability to dock entirely on standings with a particular faction would be a disaster for the game. In order for me to grind my sec status up from the brink of -10 (which, according to your nerf, means I would have precisely nowhere in game to dock up and outfit my ships. :/.), I'd have to spend literally weeks killing rats. Which, again, according to your nerf, wouldn't do that much good for me anyway.
How about this:
Rather than make it impossible to dock at a station if your faction standings are low, why not have the station automatically start firing at you when you show up, based on your standings with that faction? This would accomplish the "nerf" part without completely defecating on a legitimate play style that you don't particularly like. . . .

And you would trust them enough to actually log off there - at the very same station which tried to blow you to pieces?
