I think we should be able to declare war among individuals. We can do so with corporations and alliances. Why not individuals?
Would make Bounty Hunting a viable profession among other cool things.
Of course the costs would have to be similiar to the war cost system now with an exponential increase so it doesn't get out of hand.
And I think that there should be a mechanic added so that alliances, corporations, and individuals could pay for temporary sanctuary so war decs can't be continual, non-stop blood fests.

In addition, I think war costs should be revamped. Something like:
Alliances: 50m per week Corporations: 25m per week Individual: 12.5m per week (could be adjusted by standings. worst the standing the less expensive. Down to 2 million or something at -10)

Oh I so Agree...
A really simple solution imho would be changing the wardec active and payment mechanic to be linked to the standing system.
Thus your negative standing was made public and you would have to pay to maintain it.
0 Standing true netral -5 Agression in low sec and mid sec only -10 Total ranged agression.
Prices balanced accordingly.
Note: These wars and standings should become visible to ALL and not just the involved parties.
Such a system would really change the state of PVP and wars a bit, and def make them more interesting and fun if I am not mistaken..
A potential feature; this way you could no longer run into an npc corp. You could but the agression right would follow you, but ofc those agressing against you would take huge faction and corp standing hits when killing you. CONCORD would not be involved though.

you like griefing, so you suggesting perfect grief tools? I dont think such one is really required, go to lowsec or 0.0 for random PvP.

No, I like PvP. I'm not a griefer. I'd like to war dec individual pirates, griefers, and criminals with a bounty. And maybe get some revenge on a few people from over the years.
That way I don't take security hits for criminal hunting in high/low sec when I shoot first.
Maybe this mechanic wouldn't kick in for individuals until 6 months after they are in game. Would keep the noobs from being harrassed by super nasty tear extractors.
And I do go to low/null sec all the time for PvP.

It would only be griefing if ccp did another crappy price balancing feature.
If price of wardecs and opted aggression was dependent on a lot of things, then griefing would be rather pricy.
OFC since a wardec is a bribe to have CONCORD look away your price would naturally depend on your own concord standing and your security level, adjusted for the targest standing.
Having a pvp system that is well balanced is not the same as open griefing.

The fact that you would have to add an exception to the system highlights its problem. With such a cheap targeted pvp mechanic the possibility of certain characters getting 'harassed' would almost be a certainty. That does not sound like much fun.
A limited version of this might be interesting for bounty hunting. Letting bounty hunters have a one time short duration 'wardec' against the target to let them collect if they are capable might work, but it would still have to be balanced so harassment of certain characters is impossible, or at least prohibitively expensive.

What needs addressed is the single-member worthless corp war-deccing an alliance and scouting for targets, then quick-inviting others into the corp to take out the war target.
Freeze corporation membership additions for the duration of the war dec. People can bail if they choose, but no recruiting "ringers" after the war dec is in effect.
