Any learning skill is worth it if it saves you more time than it takes to train. EVEmon is very helpful at pointing this out when necessary.

Both my characters have a 4/3 setup at the moment...I'll keep it that way unless EVEMon's helpful tools say otherwise.  |

It's not absurd there have been many valid perfectly sane examples. Like when gang assist came out or T3, scanning and wormholes as newer examples. When you know there are upcoming balance changes or new roles and skills it's not absurd to plane to change your skill plan once those changes arrive.
My way of thinking also applies to those that don't expect to and don't plan to change skill plans but change anyway due to one reason or another. It's a bit of a gamble rather it ends up worthwhile for this group or not. But in my experience it often turns to to be useful.

When did this happen? It used to be basic learnings to 5 before you could train the advanced ones?? Am I that out of touch or is it the result of more whining by players who 'can never catch up'?

The Revelations expansion, about November '06 IIRC.
