You're pretty close, but in the case of CCP there are additional requirements. You must know at least 3 people in the company that can (and want to) recommend you, and you won't ever find out "that there are 200 other applicants vying for the same two open spots" because CCP doesn't respond to every application sent in, only to those they think are viable for a position at CCP. Hell, I know for a fact they don't even look at all the applications sent in.
There are no requirements to "know people in the company". If a person has a skillset we can use, he/she gets hired regardless if he/she knows ten people or none at all.

There was a similar question posted over at Iceland Review a while ago (keep in mind the article and numbers are outdated, especially the wage conversion). With the financial crisis and all many jobs are scarce. The educational system here is rather good and there is also an international school in the greater Reykjavik area. Maybe this helps you on your quest for information.

Not sure what you mean by "work experience" but there are interns around every now and then. We also are not very keen on remote workers, so moving to one of the offices is in 99% of the cases a must. If someone wants more numbers on Iceland the national statistics site is quite elaborate. But keep in mind that with the financial crisis a lots of numbers will change the trends and averages once they are in the system.

Whoever is interested in a job within CCP should read the DEV Blogs for programmers especially the technical ones and for sure always the volunteer program, you don't get closer to what's going within CCP.

Persistence is key in my opinion. You have to first get the interview before you can even start to worry about your own aptitude after all. Sometimes I think HR uses that as method of filtering... if you aren't keen enough to work for your interview, you probably aren't keen enough to work here in the first place. 
But by the gods don't start taking the words of a Database Developer as some sort of bible on how to deal with our Human Resources department. Speaking from the US programming side of the house: Yes. For the right applicant, we will sponsor you and assist with acquiring a visa. However, we work closely with all of our offices. If we believe it would be better to have you in Iceland (or Shanghai), we may route you through those offices.

You will find our job listings here. I'm specifically looking for experienced UI Developers and experienced Graphics Programmers to work on EVE Online in Reykjavfk, Iceland.
I judge CVs primarily based on related work experience and related education, including grades if there isn't a lot of work experience. (I will also look at the overall structure of the CV, organisation and clarity, grammar and spelling.) If shortlisted then you will be asked to take a programming test. If the results are positive then there will a first-pass phone interview, followed by multiple in-depth interviews with an interview team from EVE Development and HR.
A lot of people hired at CCP knew someone at CCP. The reason is simply that internal referrals are the most reliable referrals one can get. But a lot of people have been hired that knew no one, they were simply hired based on their outstanding qualifications and potential.

We do indeed have network admins on staff, although I don't believe there are any open positions at this time - this blog outlines the sort of stuff they get up to ;)
