I don't see this as squirming. PL would be buying mercs if they were truly squirming. This is simply starting a new trend. I could see a large number of big alliances allowing free allies. It gives the larger alliance free help and let's lesser know mercs start to build up killboards.

Will you give out isk prizes to allies for every 10 kills? That would be really neat.
