1. I may strongly dislike "instancing"... but class-limited plexes do serve their purpose: it brings vets down the the level of younger players who may be limited to only to T1 ships.
2. If you are at all serious about Faction Warfare, you keep you ships in low-sec in an easy to access station (which is going to be quite difficult now thanks to the station lockout mechanisms ).

Also... getting into "occupied" plexes is a bit of a "fine art" (ex. bum rush with what you have, go in with lots of ewar, and/or lots of numbers).
