I wanted to offer a new way to increase player interest in the game, retention of player subscriptions, as well as an increase the competitiveness of the game.
My suggestion is to implement a skill point redistribution system, maybe something similar to the one made for the attribute points. It could be used to recollect skill points already trained on skills that a player may have trained before they fully understood the game or what type of character they wanted to create. For instance, I know several people who didn't know which type of weapon system they liked more when they began and now they have a lot of skills that are useless to them now. Many others would also prefer different types of ships that are specific to another race ( a decision yet again that had to be made before understanding the game). The chance for me to replace my skills for gallente ships and weapons with those of Caldari would be extremely useful. The character need not be changed altogether, just the skills. (Changing race is not my only point... just an example).
As far as the method of skill point collection before disbursement, you could possibly base it off the time it took to train said skills in the first place. Another option might also be to base the redistribution on the time it would take to train the skill currently, given that a character's attributes influence training speed. You already have some of the necessary programming it would take to do this (death without an updated clone). You might also set a 1 time or a once a year restriction on the process to prevent the abuse of this option.
If you need something to make this worth your while, you might consider the influence on player retention. Having this option would allow players who are getting bored of their current skill sets or those who wish to pursue other avenues of game play to have a renewed interest in the game (rather than stop playing the game because of the ridiculous amount of time it would require for them to get the skills for whatever else they want to do). If you need even further motivation you could even put say a $10 fee on the use of the option.

I have thought of this too. Even a 50% SP penalty would be worth the switch . I have skills I just wish I could delete all together

I completly agree as i have not been playing but for 6 months in that time i have learned that my first few months that i was an idiot and regret ALOT of skills that i trained early on i also agree that a 50% penalty would be more then fair .

I would love the chance to be able to change up some of my skills. I wasn't sure what type of weapons or ships I wanted to go for at first. Now that I know what I want I could do so much better if I could focus my skills. Kuddos Crash!

I also wanted to mention that the time spent on trained skills could be easily recovered by checking the skills history. Therefore, you have most of the neccesary programming and information that would be required to do this. You have the time spent on each skill recorded, the programming used to redistribute attribute points, and the success of a similar idea that shows this would probably be widely accepted(i.e. the attribute redistribution).

but the biggest problem would be that the moment the next FOTM gets into wiev everyone and their granny will change their skills to allow them to fly what is considered the best.

That is why I suggest that it be setup similar to the attribute system (make the option available only once or twice a year). That way players can't change to whatever is popular at the moment whenever they want. The main purpose is to allow players to change things up with their style of play and to allow players to focus their skills.
