I've got a bunch of these Neural Network Analyzer, etc. Is there anything else to do with these beside selling to NPC?

Nah just sell them. They are like the sleeper bounties, except you have to return from the beyond so sell them to the NPC research corps that are interested to get your money.

You put them on the market for less than the NPC buys them for..
Still can't figure that one out!!!!

Two possibilities to explain that:
1. Stupidity - people don't realise they have no function other than selling to NPCs
2. Whoever put them up couldn't be bothered hauling them to the appropriate NPC station - there aren't that many of them that have the buy orders. They figure that the loss of potential income on the sale is made up by the time saved, particularly if they only have few of the cheaper 'tags' to sell.
The same phenomenon can be observed with Overseer's Effects, incidentally - there are lots for sale at below NPC buy prices around Jita. Think of the discount on the NPC price as the fee paid for someone hauling it the 10 jumps or so to a DED / research corp station.
