I beleave that there is a really easy solution to all of this.
Two rules that should be enforced by CCP 1. An alliance has to be at least 6 months old and anyone that is to play under that alliance has to have been a member for at least 6 months at the time the alliance is selected to be in the tournament
2. Anyone caught selling a spot will be fined and ban from the tournament for 2 years and the spot that was put up for sale will be assigned to another alliance as a random draw from the pool of alliances that have already signed up
this would do a few things first it would keep people from just entering to sell spots and it would keep people from padding the draw. It would also keep people from padding their chances of winning by bringing in ringers to fight for them. In the end it is all about PVP and testing your alliances skills against other alliances. It is not about testing your skills against other alliances and who ever they can afford to pay to fly for them.

your second rule is pointless since the first one prevents it from working (unless you want it to apply to this tournament and not just future ones, in which case you're an idiot)
These rules you want would prevent people starting a new alliance to be able to participate. (which has been encouraged in the past and I for one see as a good thing)
i think 6 month age of/in alliance is needlessly restrictive - anyone with the commitment and ability to put together a team and pay the signup should be welcomed , allows for fresh blood and adds unpredictability / potential for underdogs to come out of nowhere and make a name for themselves.
I just don't see a point, all CCP have to do to make the "problem" go away is allow as many people to compete as want to / can afford the fee / are capable of fielding a team for their matches, changing the format should allow this without having to add additional CCP manpower or time.

1) they can afford to buy or talk/bully someone into giving them a spot, there's always chribba to hold ISK if they're worried about being scammed 2) they obviously care about it (not bothering just cos of alliance name is a pathetic reason, as someone said just make a corp called "MM Tournament Team")

1) I doubt MM would even consider buying passage. Especially from a CSM scamming the tournament.
2) I doubt the average MM person cares much. Only an insignificant minority would participate and there were no major tears when everyone forgot to put in an application in the last tournament.
I think they would be competitive if they were in the tournament, they have reasonable success in tournament matches where they were unpredictable and thought outside of the box, they eventually lost in matches where they chose a fairly bland setup.
I find success or failure is heavily dependent on luck and creativity, sometimes your opponent will choose a setup that has a significant advantage, sometimes it is good strategy and tactics by knowing the enemy, often it is just dumb luck.
It is why I don't see the tournament to be the be-all of small scale combat. The only way that would happen is if CCP announced a particular setup for each side with different setups for different matches, that would ensure nobody has a luck advantage and the rest is just skill, tactics and strategy.
