I support the idea of getting something special for reaching +10.0 standing what ever that may be but I don't support the idea of using rare ships already given out as the prizes.
CCP should really put their thinking caps on and come up with something special and unique for each race. For example something that is equally worth the same in ISK and easy to loose. A ship for one race, maybe 4-5x module's of the same type for another. Or maybe something like Mikal Drey suggested no tax when in a station that the faction owns.
Also maybe it would be better to have specific items for each specific corp for a perfect standing. For example Astral Mining and ORE are both mining NPCs one in 0.0 and the other spread out around the galaxy. For these two it would be cool to have a one time offer of special mining equipment for a perfect standing and since these are both corps that are both accessable by pirates/people with bad standing and mission runners/empire dwellers then every one would have a chance to get it.
And if there would ever be a special +10 standing reward it would have to be something you can loose. Not a permenant boost to refining yield in a station or a no tax in station. If these would be implemented then the only way for them to work with a special item/ship from other factions was that you had to have a perfect +10.0 to be able to use them but as soon as your standing would go down you'd loose them forever.
But all the items should be limited to a one time deal so that we won't have another CNR issue like De Guantanamo pointed out. So only once could you get the special item/ship from Kaalakiota for example.

I totally agree there should be rewards for achieving such standings but NO WAY, it shouldn't be a state raven etc - those ships were meant to be rare and thats what they are. Although there should be something "special" even if it was a new ship type not available through lp store, market etc...

You are exaggerating a bit, don't you think ? It has 1 more launcher than the CNR, which is ~ 14% mored DPS from missiles and it can use heavy drones instead of mediums. This will hardly bring you to 4-5k DPS.
@OP: I'd love to see them too and agree with people who say that it's a waste to have those ships only in collector's hangers and never see the light of stars.
But this should be done in a careful way. Faction standing of 10 is easy to achieve if you know how, but as already mentioned, even doing courier level 4 missions or blitzing through level 3 missions in a command ship should get you there rather fast (been at 10.0 myself, before i got it down again because of mission cherry-picking).
A good way to allocate them might be the Faction Warfare LP store (for like 10+ million FW LP). It fits well into the RP context (e.g. you fight for the Caldari State and the State grants you a State Issue Raven). FW LP can't be farmed, since all the missions are in lowsec, require long travel and have warpable beacon, which ensures a mix of PVE and PVP. And it's accessible to everyone who signs up, unlike a hidden plex deep in 0.0 that is farmed 24/7 by a small group of people.

how about skip the mission stuff skip the LP store, tie them the faction wars rewards for being the best of the best and winning battles, top faction warriors could be entered into a lottery or some system to be selected to be able to obtain one or they could purchase one if they chose, thru fw lp or something or other.
if you could get the uber rare ships that way maybe it would spark more interest in fw and make all thats bad about faction wars worth putting up with.
