Just curious because the original poster didn't specify, both (seem to) impart a ship speed penalty, and some people have posted comments that sound as if they were speaking specifically of one or the other (javelin torpedo comments versus tracking penalty comments) and not both.

Planktal Gallente Kenshao Industries	Posted - 2009.07.24 04:35:00 - [15] I use Javelin a lot, most of the time I'm not moving slugging it out at close range with battleships, have tracking computer to cover the tracking issues. Use fed navy antimatter for mid range work and spike for long range, works well for me, course I'm running missions not PvP. If you can cover the penalties T2 close range ammo works well. Just my opinion...
