Special Ability: 10% large hybrid optimal range per level and 5% shield resistance per level
I bolded the important part. Since the Rokh gives an optimal range bonus, it's bonus is more beneficial to Railguns than Blasters. If it had a bonus to falloff, that would be more beneficial to Blasters. Long range weapon systems (Artillery, Beam Lasers, and Railguns) have long optimal ranges. Short range weapon systems (Autocannons, Pulse Lasers, and Blasters) "live" in falloff. The distinction is important, because if you are within optimal range of your Blasters, you're probably so close you won't be able to track your target - and thus "miss" many times or hit for less damage.
That aside, I would say 5M skillpoints is a rough minimum for most battleship pilots. To be very effective will require many more. This depends, of course, on what you're using the ship for. Ideally, you want the BS skill itself, the related tanking skills (armor or shield), and the relevant weapon systems and gunnery (or missile) support skills also at IV. You probably want Electronics V, Engineering V, and Weapons Upgrades at IV as other minimums regardless of what battleship you are flying. These skills enable you to properly fit your ship. You also probably want Drones V and some drone support skills trained up.
So, while 5M is a good absolute minimum, it really depends on what skills you have trained, and 3M may really not be enough even to rat (killing npc's in belts). In general, you need most the skillpoints to fly a ship effectively in PvP, second most for mission running, and the least to rat with some effectiveness.
Whether you choose a passive or an active tank on the Rokh depends on what you'll use it for. In general, the ship will probably require an active tank for mission running, from what I know of it. In PvP, passive tanks and "buffer" tanks are more common than active, but even then it depends on how you're using the ship. The Rokh is most well known in PvP as being a long range sniper, which minimizes the need for an active tank, as it can ideally just warp off if it starts taking damage.
tldr: restate your question with how you plan on using a ship, and in general don't fit Blasters on a Rokh.
