I caught an ore thief passive cargo scanning my cans today, the signs are there you just need to look for them. Faint pulsing sound, and faint concentric rings pulsing from the ship.
As the other guy mentioned, your ships sensors only respond to target locks, they don't respond to scanners weapons or any other module being activated on you. So in effect your ships response to a cargo scan on active lock and on a passive lock is exactly the same.

i don't think having the advantage of an unknown lock could be termed "useless" in all situations, right? but, yes, for the most part, it is useless besides the private gate-camper scanning. i like the idea of just locking someone openly and targeted. works for me...
then what about a module that can detect these?
there is a fine, but dissasterous line between a fart and a shart. i suggest you make sure which side you want to be on... |

You burst the ships locking you and then passively lock them back, and in this way you don't automatically just give them back the lock you just broke.
This works best in multi ship combat since it is pretty obvious if it is a 1 on 1 what is going on, but with more ships you can sometimes be forgotten about and left to do what you want. --------------------------------------------------
