Most or all arguments your told are already discussed with facts and graphs before and they show that the Tempest isnt good in DPS, Tank or anything special. I have flown the tempest before in pvp and pve, like i did with the raven, the typhoon and Apocalypse. Believe me the Tempest is a joke compared with the Raven and the Apoc. Minmatar can choose damage types, but Em/therm isnt that bad against most NPC mission factions like Drones, Serpentis, Mercs, Sanshas ...
So why do you talking about opinions while so many aguments are already disproven and you are just repeating them? And dont they I didn¦t understand your post. I do. And its filled with opinions and BS.

Giving every minmatar BS a huge bonus and dont buff the projectiles might be the best solution. But there are alot of Large weapon sized ships which need this buff. The T1 and the T2 Battleships.
If you give them all the same bonus it might be an AC/Arty problem. You probably might overbuff one of those while taking the other to the right level. Maybe its better to buff one system a bit and then give all Minmatar BS a Bonus.
The other option there is: Give every ship an different bonus to make minmatarBS versatile.
The Tempest could get a falloff and a bigger alpha bonus, the Vargur would profit from an Falloff bonus from tracking computer/enhancer and could get an 5% alpha per lvl bonus .
The Typhoon ROFbonus could get changed to 7,5% and could get and mass reduction.
the Mael should change the boost amount to restistance and get an 5%-7,5% alpha per lvl bonus . The Mael would profit from the target computer falloff bonus too and would probably be balanced.
