This time both the major and minor plexes have been taken out of circulation.

About time CCP nerfs gallente rats like they have done to caldari rats. Matar rats are ok as they are, amarr need buffing and caldari too. Right now caldari are barely useful.

Quoting for great justice.
We (those of us dumb enough to plex from day one) asked for the "Kill Everything!" mechanic as a stop-gap measure until NPCs were either sorted or an alternative to them found .. that is three plus years ago.
It doesn't solve it per se, just soothes the symptoms of the immensely stupid AI, response will be a single speed tanking frig (as now) and a single gank "maximum allowed" ship .. so the NPCs/AI still needs to be addressed but "Kill Everything!" would be a good start.
