people who stay in NPC corporations should not be allowed to loot or salvage from wreaks that are not their own, NPC corporations should be for safety not criminal activity.
simply create your own corp or join one if you want to steal things, that way people who complain about it can declare war on them, it's only fair.
this isn't about carebears...
this isn't about "Ninjas"...
this is about what makes sence when your in empire. Besides you can always go to low sec or 0.0 in your reaper or w/e if you want to steal while living in a NPC corp

The first attacker still gets a sec standing hit, except if they stole loot and got flagged. Just because it is low sec it doesn't mean it is lawless. It is just less secure and no Concord protection. ---------------------------------- None of yet! |

Besides you can always go to 0.0 in your reaper or w/e if you want to steal while living in a NPC corp People in NPC corps should be allowed to take other people's stuff.
Feel free to make sense instead of just spouting. But I feel it appropriate to mention that whichever it is, it won't happen, because it is pointless. While I still don't know what you're proposing, all the available options all look weak and ill considered.
You get a robust shoeing every time you speak on matters of which you know little, the last time to the point where, instead of admitting defeat, you change the title and substance of your Original Post.
Frankly, your past performance and this new performance do not give encouraging signs that any good can come of this.

I kind of like the idea. Besides for newcomers starting as members of NPC corps do they have another function, and that is to collect all the misfits of EVE. As such would I welcome restrictions to NPCs corps. Not being able to use local is one of them, but not being able to steal or to enter 0.0 are others.
Of course, this would need to be done to protect all members of NPCs corps from the harmful world of EVE, and not to punish them in anyway. Or else will these restrictions be completely misunderstood.  --

mainly criminal activity, and yeah it should be a safe haven not a hideout those already exist in 0.0 pirate systems, and i hear ya on the local factor, could start by not allowing trials to use it.

i don't see that as criminal activity, lol but i didn't realize people stay in NPC corps that long.
i don't think there should be anything harboring criminal activity in empire, there should be criminal activity in emp but allow players who are willing to go to war over it, go to war.

If that is your idea of "not to punish" I have trouble thinking what would be your idea of punishment.
I see you are one of those guys that feel that there is only one "right way" to play and the other palystiles should be nerfed to oblivion.
Extremely bad idea.
