Greetings:
Currently, I'm trying a version from Battle Clinic.
Character Skill points: 156,000 Ineve.net - http://ineve.net/skills/character.php?charID=MTA4NTM1NDg3NA%3D%3D
Rifter current limitations based on my skill points:
CPU: 143.75 Power Grid: 42.55
High: 150MM Light Gallium I Machine Gun x 3 Salvager I (would like to keep as I salvage in missions and cannot yet afford a dedicated salvage ship)
Medium: Cold-Gas Arc-jet I Magnetic Scattering Amplifier I Small Subordinate Screen Stabilizer I
Low: Type-D Power Core Modification Shield Power Relay I x 3
Capacitor is not stable; depletes in 1 minute, 405 seconds. Of note, most battles even with the after burner on, I can last through the kills with cap left.
This has been working as a reasonable buffer/passive shield tank against frigates and smaller especially when the number of enemies are three or less at a time.
However, against ship transports (cruiser size), and five or more enemies at a time, I usually find myself killing one to two, then warping back for repairs, then trying again.
On one mission where there were two larger ships plus close to ten smaller ships, I had to repair four to five times before I was able to complete the mission.

Always take battleclinic fits with a grain of salt. Not too many of them are worthwhile imo.
two ways to go here:
3x whatever you want 1x whatever
afterburner small shield booster cap recharger
damage control 2x (some combination of power diagnostics and/or gyrostabs)
alternately:
3x whatever 1x whatever
afterburner 2x cap recharger
small armor rep damage control capacitor power relay
I've always preferred artillery on a mission rifter (if you can make it fit) since the tracking bonus will go a ways towards covering that particular weak point. Up to you, though. ---

Get a Thrasher ASAP,
7*250mm Artillery (Nuclear or Carbonized lead)
1* AB 1*small shield booster 1*cap recharger I
2* Gyrostabilizer
This thing will solve all your problems :p

Agree with the battleclinic comments...there are mostly useless fits.
As for you go with something like
Highs 3x 125mm AC's 1x Empty high
Medium 1x Medium Shield Extender 1x Afterburner 1x Invulnerability Field
Low 3x Shield Power Relay
Pretty minimal skills required to fit this, although powergrid will be tight for you. You might need a power diagnostic in one of the low slots. The cap runs stable for me, you might need to turn something off every now and again though.
This fit allowed me to do level 1's and 2's very fast. You will have to play smart on some level 2's but nothing really gave me much problem in this fitting.

With this setup you don't have a propulsion mod, such as an afterburner, so you are stuck going kind of slowish. This is partially offset by the fact that lvl 1 mission tend to be small, and the ships will come pretty close to you. Remember to change your ammo to one that give you the optimal range you want. I chose an active shield tank for this fit, but you could also go for a similar active armor tank as well, it is your preference.

Little bit less firepower, and you will need to watch your capacitor (remember to train up those capacitor skills!), but you are much faster with an afterburner, allowing you to dictate range to greater effect. ---

Don't run the armor repairer constantly, only turn it on for a pulse when you need it.

Assuming that you are mostly fighting Angels (and using the skills you have): for ac the ab + medium shield extender + passive resistance amp for exp will give a decent tank with just 2 spr. A named gyro will help your damage output - which gets things killed quicker == less tank needed!
If that magnetic amp is on because you are fighting em heavy targets - use an armour tank (or arty)!
Lose (or if you must keep it, offline) the salvager - any cheap frig can be used to salvage.
