As the title says, CCP should try to guilt-trip their customers to cut down on illegal isk-buying.
All they would need to do is send out a mass-Eve mail to everyone with an active account (or active within 3 months) Telling them that the isk they're buying is most likely stolen off hacked accounts and that they should sell PLEXes instead. It should make some of the more moral***/carebear people think about selling plexes instead of buying iskies.
Criticism welcome. Flaming/trolling encouraged

It would annoy legit customers. Best not to be even thought of accusing everyone of something ccp doesn't approve of.
Plus there are those that may not have heard of isk buying. Why give them ideas.
So the only thing that could be sent out would be positive and upbeat news articles. Focus on how game time can be traded for isk easily, securely, and profitably.
You cannot remove isk sellers. You can systematically make their wares unattractive by offering superior alternatives. You can ban macros and accounts helping with the process. All of which ccp has done.
All in all ccp might very well have the most mature response to this issue than any game I've seen.

Honestly, they should just show them that it's better ISK/$ to sell PLEX...

I have a better idea, they should make is so after an update a video plays when you start up the game (before you get to the log-in screen.
The video should be like one of that DVD anti-piracy warnings, where it tells you that buying ISK from unsanctioned sources is funding terrorism or organised crime and other stuff. Then it should tell you that you can buy GTC/Plexs's from CCP for less than the ISK sellers and tell them where they need to go. Everyone with a client would need to watch the movie full before being able to log-in (this would only be the one time after the update!)

Yeah, sure. CCP should totally put effort into educating people who are not even willing to learn. 
What's mostlikely worse than having people who just click every damn flashing ad and have zero understanding of the internet or computer security, is, that you have cases in which someone loses all his/her game stuff repeatedly because they don't secure the computer or browse the same ****ty sites again and get more trojans/worms/magical ****bots, whatever. Having credit card numbers or other personal info stolen does not concern them either, it seems (though I couldn't care less about that since it does not affect me \o/).
I'd be curious to know CCPs policy on the possible granted amount of "want all my stuff back plx"-requests in event of an compromised account per account/year or however they restrict it.
I could rage for hours about the fact that people who never get **** on their computer and ask their favourite MMO company's customer support, have increased waiting times because there's a flood of "I GOT H4X'D!" inquiries coming in that demand a lot of attention because the hijacked account would else just be abused to farm or send more virus links to corps/alliances/ingame friends/random people in chat and the problem grows.
It does not just affect EVE - look around on popular MMO forums in the customer support section(s). Quite an epidemic going on.
Tbh, it's about damn time for an internet-browsing-license. That's not something CCP has to do but governments by spreading public awareness (that's not mass hysteria for those who think about the average news article). And cake. Cake solves all kinds of problems.

How do PLEXes solve anything, in regards to the stolen ISK? You could sell a PLEX and the ISK you get in return is stolen. I don't see how it solves this particular problem.
A blood diamond is still a blood diamond no matter if you bought it from an orphanage or some seedy guy in a raincoat. At some point someone profited off it.

PLEXes are legit a way of making isk. you could be selling it to a keylogger spam guy but the chances of that are probably less than the chances of buying isk that has been stolen from someone who has had their account hacked. If more people turned to using PLEXes the keylogger spam would also decrease due to the isk sellers making less profit and it therefore not being profitable to pay for a disposable account.
