NO, not same signature radius....

Hit the nail on the head.. slightly larger sig radius than a cruiser (thorax has 140m), moving at aforementioned break-neck speeds as Gariuys correctly said, before interceptor bonus takes effect, which gets better as you increase skills......

In PvP, the MWD sig penalty isn't such a handicap as it sounds (though it does level the playing fields some what), compared to PvE where the NPC rats have perfect tracking and will much more readily slot you if you fire up your MWD.
