I half-read this thread and saw "whip" (whim) in the same sentence as people are talking about 'order' and 'punishment'. I was not disappointed.

Pirates punish ships that wander into low sec all the time so allowing players to control Concord whod punish pirates coming into high sec would only be logical.
Unfortunately pirates in this game have gotten comfortable with the brainless Police that any changes that would give law enforcement some real intelligence should predictably not go over well with the many in the community. But it must be done eventually, that's if you want to call yourself a player driven game.
