I've been thinking about law enforcement and Eve for a long time. I realise getting a large number of people involved is kinda like herding cats, but I have a few thoughts.
What is the general consensus regarding the creation of a law determining and law enforcing body? It would be made of players, no CCP.
Given that players are basically immortal beings, the extent of enforcement would basically be a giant organised blacklist and constant shoot-on-sight status. A formal hearing/conviction process would be required for this marking, which would basically consist of a standing change with this corp. This process is generally for things other than what CONCORD handles quite well. It also affords a wonderful RP experience for those into it.
Any other like-minded folks out there?

This won't work, for a simple reason - CCP is ultimately responsible if something gets out of hand. They own the game, they own the servers, they own the legal problems that arise if someone's kid decides to jump off a building after being put on the Galactic Shoot on Sight list.

I should probably clarify, I'm sorry. CONCORD would definitely still be doing its things. I meant no CCP involved in this additional coverage. This plan isnt for stopping folks with low-sec standings, the CONCORD bots will still do that.
Im proposing this for can-flippers, people who scam others, other irritating habits. This would involve the process of connecting alts and including them on this list as well.

Oh boy, another opportunity to turn a game into a job.
I cant wait until I get home so I can log in to participate in some pirates trial because he shot your mining barge with his rifter when you stupidly wandered into low-sec space.
How are you gonna punish him? Make him sing on vent?

Hah, sounds like a fun job to me. Who doesn't want to play cops and robbers :P
Assuming enough participation, someone convicted would be constantly harassed. hopefully to the point where they cant leave high-sec effectively, which is a prison to itself. Or, if they are too low in sec standing, they just cant go anywhere...
pirates are too prolific to be handled by this system tho, so piracy is probably something to be dealt with separately. i'm thinking of this for other things primarily.

Why does this service need to exist?
A. Most can flippers and other unsavory sorts are pretty up-front about what they do, so it's not hard for someone with half a brain to figure out if this person or that person is a can-flipper.
B. Even if a registry of such persons were needed and was made, most people who would benefit from its existence do not actively read the forums. It's exactly the type of person who does not put a lot of thought or research into the game or its mechanics who are the targets for petty grief tactics.
C. Even if every single person in EVE who could potentially be a victim of a grief or a gank were to read this registry, they could not do anything about it (beyond the proactive and reactive steps that smarter players already use) due to the very same CONCORD and security status issues that have caused petty grief to become popular.
From the content of your post, I assume you are talking about things that happen in Empire. Outside of Empire space, things very similar to what you are proposing already exist. They're called Alliances, and they punish or reward individuals or groups with a thing called 'standings,' which result in a list of pilots and corporations who are shot on sight by all members.
If you're looking for a place where your idea of a role playing institution would be favored, you would do well to look at the space down in Providence held by the Curatores Veratatis Alliance, the Paxton Federation, and other groups friendly to non-hostile players.

See the love for the RP above? cops and robbers I say....
RP aside, there is practical value. I'm not talking about a distant registry, its a shared standing list for corps dedicated to making these guys miserable. maybe even an alliance of corps working together. by patrolling low-sec they can apply the same standings retribution the bigger alliances use.
standing up for the little guys here. I'd gladly start up a corp for my local area if there's any indication of other people playing along.

I like it; if you've got player criminals, why not player law enforcement Corps./Alliances which help to police space. As it stands, there doesn't seem to be any bodies, which are player run, established to counter criminals/criminal factions.
Of course, this post could be a "scam" in itself.

Agreeing with Lyris. Sovereignty = player law enforcement pretty much.
Also, Police in Police stations are generally corrupt in RL. Imagine the fun you could have on the Interbuttspol payroll! "You will respect mah authoritah! And my pimped out police issue Cerberus...now gimme that Sleeper loot & all your exotic dancers or I'll blow you up for loitering..."

So, you want to war dec one griefer at a time? Right.
Join CVA man, there's plenty of police work to be done down there. Or if you are looking to do anti-griefer work, half the war decs a merc corp gets are usually handed to them by some rich indy corp that can't do their beloved rock ****ing, because a griefer is on them. Start by joining a merc corp perhaps, and once you get the hang of things, and get some connections, start your own or stay with them if you like it. This corp you are speaking of, won't happen until you get some credit.
So like I said, CVA, or merc work. Have fun and good luck.
