Hello,
I'm currently trying to get perfect refining for a project I'm involved in, near Jita. So far, my standing with CN is over 7.0 (They take nothing), I've trained refining and refinery efficiency to level 5, and scrap metal processing to lvl 4. However, I'm still only at a 99.5% refining efficiency. Is that as close to perfect as it is to get? Or will taking it to level 5 take it to 100%? I'm reluctant to do so, considering the extensive training time required. Though, if I have to, I will. Can anyone shed light on this, by chance? Thank you in advance!

It's a common mistake. The 99.5% shown at the top (in this case) is the figure before calculating in your ore processing skills, which in the case of melting mission loot is Scrapmetal Processing. You get 99.5% from a station with 50% base equipment if you have Refining V and Refinery Efficiency V (which you do) even if you have no ore processing skill. Since you can refine/reprocess multiple things at once that might be affected by different skills it doesn't figure that into the displayed value.
What you want to do is look at the detailed columns beneath. You'll see three:
1 - You receive 2 - We take 3 - Unrecoverable
"We take" should be zero because of your standing. "Unrecoverable" should be zero because of your skills. If "Unrecoverable" is greater than zero then you don't have a perfect refine. You do. I'm looking at the screen right now, and having a bit of difficulty seeing what you're saying. If it doesn't go without saying, I need to be able to refine both items and minerals, not sure if that makes a difference. The screen currently says Base yield: 50%, net yield: 99.5%, standing 7.0+, we take: 0.0%. I don't see the "unrecoverable minerals" statistic, perhaps I'm not looking in the right place.
Just to clarify, you're saying that that 99.5% has yet to figure in my scrap metal reprocessing skill? Or did I misunderstand? thank you for your help, so far!

This, yes. You already had perfect ship/loot reprocessing in that station with L1 Scrapmetal Processing and no implants.

One thing that may make things clearer - make the refine/reprocess window wider - there are columns for each actual mineral that says how much is wasted and how much is taken as tax. For ore reprocessing you will need 1 rank in the specific ore if you already have Refining V and Refinery Efficency V.

Find a mod in you inventory. Right click it and select reprocess. A menu will pop up showing all the minerals you are receiving from that mod. Look under the "unrecoverable" column (or whatever it says, something similar). If your numbers there are 0 then you have perfect refine, that's it.

Just to let everyone know, the problem was that the window was too small. Enlarging it revealed the unrecoverable sum people have generously pointed out to me. Thanks again for helping =P

Yes, in a high sec station (50%) refinery V, refinery effiency V and just the 2% beancounter you get a 100% yield without any need for the specific processing skills.

tx now that was useful. Such a pity all these formulas etc are not really documented by ccp.

yield = <facilities base> + <reprocessing base> * (1 + Refining Skill Level * 0.02) * (1 + Refinery Efficiency Skill Level * 0.04) * (1 + Material Skill Level * 0.05) * (1 + Implant)
Reprocessing base is so far always 0.375
Facilities are 30% or 50% in empire. Check the top-right of the reprocessing box.
