Do people still use HAM drakes, or are Heavy Missiles preferred for solo PVP? (Long time Amarr pilot here, new to the world of shields and missiles.) What's the standard setup for a PVP drake with tackle?
Does it change significantly if I can't use T2 launchers?

If you're going solo, you might as well use HAMs, since you really can't point anything out of HAM range. In a gang, it depends on what you're doing and personal preference.

Somebody in a recent post was discussing Heavy Missile drakes and said that the HAM version was "so 2008". Since I don't know what's changed with missiles lately, I wanted to start an OP specifically on this question of which is better.

It was probably me.
I don't mean that there's anything wrong with the HAM Drake - the QR missile changes basically didn't affect it, as HAM Drake always fits a web, and it still has all of its old advantages in a BC 1v1. The changes that now favour HM Drake are more subtle:
1. HMs are now useful. Before QR, HMs were worthless. Jav HAMs did almost their DPS to almost their range, but that range typically wasn't that useful, as anything capable of dictating range on a Drake was likely nanoed and immune to missile fire, be it HMs or Jav HAMs. Now, missiles are useful against "nanoed" targets and Jav range has been (deservedly) nerfed, making HMs useful.
2. Nature of targets. Since the frigate boosts, I see far more frigates in lowsec than I used to, and fewer BCs. A Drake isn't as good a lowsec solo ship as before simply because there's fewer of its obvious targets - other BCs. I'ved soloed very little in a Drake since then, preferring to slap up those frigates in AML Caracals instead.
3. ECM range nerf. HM Drake can hit Falcons/Rooks at 70 km. This is a pretty useful ability in a typical small gang.
The point is that HM Drake is now useful and has useful advantages and capabilities in a typical small gang. The HAM Drake is still king for 1v1s, but BC 1v1s are harder to find these days, because of the proliferation of frigates.

Forgot who posted this but was on a lolfit thread, some Taranis ran into a Drake owned by a newbie character. Unfortunately for the Taranis that newbie had fitted a full rack of rocket launchers. Dead inty.

Great fit. Use that empty hi-slot as a heat sink though - I prefer a medium smartbomb (offlined ofc) for the most HP. It actually makes a bit of difference (let's you get off 2 more cycles of overheated missiles.)

CCP Tuxford (the guy who designed the overheat system) posted recently to say that an empty slot is just as good as an offline mod for a heatsink. I still put something there just because it's better to be able to online something. Usually it's a salvager or remote repper.

It only requires awu 4, and the implant is cheap. I like how you call the exact fit I and many other people use an "eft warrior fit" though. Even if it did require awu 5, I find it amusing that you assume nobody has awu 5 so it must be an eft thing. Edited for nerdrage and bad formatting.

You got a point here, I have seen less BC in low sec. Mostly HAC/Recon gangs, or frig stuffs where I am now a days.
And indeed HM Drake is viable as well, and more useful then HAM in larger gangs og camps. --------------------------------------------------------------------------------

It's more of a utility slot tbh. I usually use a painter there for gangs. Not sure how much a cap booster would help but I guess if you run your mwd a lot sure.

Not really. "EFT warrior fit" is just a lame excuse not to train AWU 5 :).
