You are takeing a point of abstraction as reality.
The assumption that the game designers made is that a Given 'type' of ammo comes in sevral different variatys, Auto cannon, artillery, ... so instend of cloging the DB with 5 different versions of AM ammo per size category. they just said there is AM ammo of this size, all guns use it, but the realit is it is a place holder for the ammo this weapon uses..
It is a trick that has been used in many other P&P games as well as computer games. all the Ammo is is a place holder that saids you have xM3 of this type of ammo on board. the different capacity sizes of the wepons repersent the differnet sizes of the shells. the lower the capacity the larger the shell.

If you think of it in abstrat terms the Large ammo reprsents two rounds of medium ammo, as the dual will fire twice as many shells as a single.
In game development you need to cut some corners, orelse you end up with a game that is to complex, and takes way to much development time to implment.

here is the question that needs to be asked, how would it change game play to change the ammo system. say you need 100m3 of amo now to fire 50 shots. any new system is going to produce the same results, you would need 100m3 of ammo to fire 50 shots. or what ever the numbers are.
They are not going to nerf or enhance the current ammo system by changeing it to have more types of ammo based on the type of weapons.
in the end i thonk you would find it would be a SUM ZERO change. there would just be more work for the server to do.
