Is there an app anywhere that I can plug in a fictitious new character to compare training time versus re-routing a toon I have already? Sort of like Eve Mon but with a toon that doesn't exist. Thanks.

just create a brand new char in a blank slot, and pop it in evemon. With the new stripped down starting skills and neural remaps, your starting race is pretty much irrelevant, unlike the old 800k SP system where your race and profession choice was critical for making efficient alts.
there used to be a virtual character planner, but under the new system nobody (that I'm aware of) has bothered to make one, since its kinda pointless.

make new char, import into evemon, save as XML, load XML

It will almost never pay off to make a new character anymore, after the neural remap got introduced.

In the manner of the new character reaching a point where it's better than the old one at any given task.

In the manner of the new character reaching a point where it's better than the old one at any given task.
no one is better than anyone else when comparign skills once maxed out.. how ever...
a younger player can compete with older characters if they specialise. IE 19m sp hac specialist would be just as good as a 89m sp character, only difference is ... what the actual players knows.

Back in the old day you used to be able to make new chars which would catch up to your old one, if you had made a char with fubar attributes.
