It's called independence. Ships are easily replaceable once you've achieved the independence lowsec and 0.0 offer. Highsec does not "usually" offer such great rewards, but there are exceptions with really big traders and industrialists. Those few are like the kids living in their grandparents basement making thousands off of ebay and other ridiculously rare schemes that actually pan out.
Those who never venture outside of highsec don't seem to grasp that concept very well, typically because they let a few bad experiences stop them from ever achieving that independence.
Most of us are fairly older, mature players, so I am sure if you think about this hard enough it will make sense.
when you're a kid, the world is a scary place that can take advantage of you and be your end if you allow it to. A lot of kids just never grow up because of this reason. The city of baltimore for example has about a 50% unemployment rate. half of that is from people who are just unemployed like anyone else, and the other half are chronically unemployed because they simply refuse to work. it's part of their lifestyle to do the absolute bare minimum and coast through life.
They are not entirely to blame however, because where they live society lets them do this. If it did not, it probably wouldn't be as big of an issue as it is. These children were allowed to never grow up. (and no, you can't blame the USA economy for that. baltimore has been like that forever.) Everyone else in baltimore finds satisfaction in their independence, and being able to control their lives.
Moving back to Eve, you have a similiar situation with players in highsec. If you had someone who would pay for your clothes, your food, and take care of you like your parents did for the rest of your life, why would you ever grow up?
Eve lets players do this by remaining in highsec, but it keeps them from achieving independence as well. As a person coasting through life, you will rarely ever achieve anything more then someone who values their independence. Those out in 0.0 have access to more toys then you do. Maybe not enough however, and maybe thats why the difference is about 90% highsec 10% 0.0 instead of 50% highsec 50% 0.0
Then again, I could be wrong and it could be an entirely other social issue keeping places like baltimore 50/50. Shame from parents might keep certain people independent as well, and vice versa. Who knows?
The idea of being able to do the bare minimum and "live" appeals to most people however, whether it is right or wrong. And just as most people tend to enjoy that, there are plenty who value the opposite and are more then willing to take responsibility for their actions.
