Accepting Declarations of War
A declaration of war can be directed only at a corporation with at least 15 members.
Corporation wars cannot be declared against an ally, and the alliance must be severed in order to wage war. Also, a corporation which has declared war, or been subjected to a declaration of war, cannot enter into an alliance with a corporation they are warring against.
Even if a corporation is already engaged in a corporation war, it can declare war on another corporation and expand the scope of the war. Corporation waging war can also accept additional declarations of war.
A single corporation can make a maximum of 20 declarations of war (Depends on CCP). However, there is no cap for receiving a declaration of war from another corporation.
Corporation war declarations/retractions privileges can be given to corporation members.
Information about the current corporation war status can be accessed with the following commands. "Insert command here": Displays a list of corporations on which your corporation has declared war but has not declared in return.
"Instert command here": Displays list of opposing corporations which have declared war on your corporation that has not declared in return.
"Instert command here": Displays list of opposing corporations and friendly forces which have mutually declared war on one another.
Waging a Corporation War
Corporation wars can be declared with or without the consent of the opposing corporation. Upon declaration of war, a system message will be displayed to the opponent.
Members of a corporation which has received a declaration of war can view the name of the opposing corporation in the "insert command here".
When two corporation have mutually declared war on each other, when a corporation member attacks and kills an opposing corporation member who does not defend himself, attacker can kill him as many times as he wishes.
When the war is one sided and one corporation declares war on other corporation, if the atacker atacks corporation that has not accepted the war, he will be killed by concord.
Upon declaration of war, a symbol will appear beside the character name of a member of the opposing corporation (modified symbol).
Ending a corporation War
The corporation war can be ended by "insert command here" command or clicking on the End War button in the corporation window and entering the name of the opposing corporation.
War retraction, as in declaration, can be done without the consent of the opposing corporation.
Upon proclaiming the end of war, the corporation involved will receive a system message alerting them of the retraction.
If both corporations in a war retract the war, it is effectively terminated.

So, you want to make high sec PvP consensual only? Won't happen. It's a core principle of EVE and CCP will never change it.

So, you want to make high sec PvP consensual only? Won't happen. It's a core principle of EVE and CCP will never change it.
They will probaly, becouse new players are leaving eve everyday and that becouse older players grief them and they cant start with nothing.
Think about it.

if you cant handle it go back to wow also did you do the tutorial the whole thing about eve-verse being a cold harsh universe and all.

Think about it.
If you can't defend your corp, you don't deserve it. It's a privilege, not a right. Join a larger corp, learn the ropes. When you are then ready to provide security to your new corp, create one.
As for newbs leaving: We didn't want those little girls, anyways. EVE is a niche mmo. A cold, harsh universe. If you can't handle it, don't play it. But that is as well the exact reason why many of us play and love EVE, its harshnes. So please don't try to change a game we love just so YOU can enjoy it.
And yeah and as Saurish said, you don't know jack about how many players leave and why.
EDIT: Yes, the wardec mechanic could use an overhaul, but changing the core gamedesign is not the way to do it.

This is unfair to all corporations that have 14 or less members. Kind of like mine. Sourish your idea may not be the stupidest idea yet concerning war decs but it is up there with the best of em. I wish you people would post with the main character you play in game with. At least that way there would be consequences to posting stupid ideas on the forums. ************************************************* I have three characters. This. Exactly this. Wars don't kill people - unprepared CEO's/corps do. A friend wardecced one corp ages ago where the ceo deleted the alert mail probably thinking it'd sweep it under the rug. Needless to say the first these people knew of it was when the red stars appeared and promptly reduced their ships to smoking wreckage.

No warring corps can enter into the same alliance......and what should happen if they come across an enemy neither can beat separately, banding together to overcome that threat is the core idea of being in an alliance. Perhaps that banding together is enough and stays and sometimes its back to business as usual, but the choice should remain theirs and not a rule
