I could be wrong but isn't Serenity in place because of the Chinese governments laws/policies regarding internet access? Wiki here. If that is the case then I doubt we'll ever see them on Tranquility full time, apart from the few that manage to get here via proxies.

You don't need a proxie to play on TQ from China. The only reason you may not do it full time is cause it lagged pretty bad, pvp wasn't doable for me anyway. I connected to TQ from Guangdong at my cousins house with no problem

I hope the Chinese contingent can work it out with your overlords to remain in the game. I imagine your requests for repairs are governed more by the dreaded 'bottom line' though and with so few, in comparison to TQ, subscribers it will take an advertising push of epic proportions.
