Well, the gov't might be partially correct : they didn't change the original card... they simply created another one (a "clone") on which they put whatever the hell they wanted.
  
No standalone ID card is tamper- and/or forge-proof, it can't be. At the bare minimum, you need a public key, a private key, a smart card that can use those keys to respond to challenges which physically destroys the card's private key if an attempt to retreive it is made AND a centralised database which needs to be querried to confirm the data on the card is genuine after it passed key validation. And even then, it's just the start. ANYTHING LESS IS POINTLESS, NO BETTER THAN JUST ASKING THE GUY HIS NAME.

So wait, foreigners/immigrants to the UK will have to use ID cards that they have to scan every time they do something? And the government there could at any time decide to add you as a terrorist so that the next time you scan your card you'll be arrested?
Well damn, every day it becomes more and more apparent that the UK is a totalitarian state. I'm trying to derail the thread.
