I can answer this having formerly been EXE.
BoB had 2 types of pets. Renters and Protectors.
Renters paid for access to the space resources (i.e. Mining, Plexing, Ratting)
Protectors did not pay for the space, but were responsible for policing the area.
Neither type was allowed to hold the high ends in the space they were holding for BoB. If they were able to take a high end from empire or another location they didn't care, but for the most part BoB could care less about their pets. They either were useful by showing up with ships for their cause or they were crap.
Any other questions?

There was a 10/10 static plex at the time in the RIT constellation, system GHZ. Rent was generally paid from the proceeds of running the plex.

Actually protectors had to pay rent also. Rise was the main security force for Feythabolis and they had to pay BoB 6 billion a month. BoB also controlled what corporations joined Rise and how many corps/total members they were allowed to have. It wasn't until the brown stuff hit the fan and the GBC was forced to retreat to Delve that BoB stopped charging rent on their pets. They restored the rent policies once they thought that they were in the clear from being attacked by the coalition.

We were not heavily involved south of AZN, but I can think of numerous occasions in which we came all the way down to the Paragon Soul area to reinforce BoB fleets when the fighting was going on down there. We were also fighting against KoS in Tenefiris (KW-OAM mainly) and had all but taken that system until the Goons and a few other alliances came to save them from us.
Anyway, to answer the question, no, BoB did not allow us to mine the high-end moons without paying a large fee to do so, which made mining them pointless as it would have taken all of the profit. The 10/10 plex allowed us to pay our rent easily though, well, at least until REUNION setup POSes in our constellation and would run it themselves right after downtime and even sometimes during the US TZ when it respawned. After a couple months of not being able to remove the REUNION POSes and them stealing our plex loots, the rent payments were dropped by BoB because RISE didn't have the cash to pay them either way.
