If you ever find yourself wondering why BoB died, you need only cast your mind back to the kind of contempt, that you just summarised most succinctly, for anyone who would support you / be part of the GBC.
RISE may have been dreadful anyway, but like every pet they were neutered on admission. If you install a pet, but keep all the moon-goo income, you effectively ensure that they don't have the isk necessary to get better (subsidised fleet ships/caps etc).
Even BoB's favourite pet EXE (the biggest kennel, period basis), didn't tower up their region properly; without the r64 income the fuel bill would be prohibitive.
Example: EXE lost 1-2 to a mighty fleet of 4 ewar/hardner POS's. The system only has 7 moons, was a key jump bridge hub, and yet 4 were left open. This is what happens when you milk your pets so hard they can't afford the fuel bills.
You want further evidence? Somewhere I saw Mo'chusile saying something like "BoB offered to pay for the 60-70 towers necessary to spam out period basis if were going to defend it". He went on to say that he said no to the offer, probably because he didn't fancy the extra fuel costs. Found it.
