well, wardeneo, there is no best. each has a specific role, and a place in small gangs. there are no recons atm that are useless. but in my opinion, rapier is probably the least useful now.

p.s and im looking for something that can tackle and kill, so im proll looking at curse/rapier/hugg/razu/lach, but i dont know which one is "best" for that perpose...

It depends on the target/prey.
The curse is low-dps, but versatile and can take on a lot of targets. A feared and capable non-cloaking ship.
The Pilgrim is strong 1 vs. 1 once u peak the right targets, but meh for gangs, unless u wish to hunt lone ratters in packs.
The Arazu is in overall and imho the best solo covert recon that is also a nice addition in gangs, probably the best forward scout / tackling recon since the web (rapier) nerf. Has decent DPS, and useful point/scram range bonuses, along with good buffer capabilities - weather plated or shield tanked.

IMO it's different whether it's solo or 'small gang'.
If solo, I'd go with:
Pilgrim
Shield/blaster/Arazu
Neutron Falcon
Rapier
And after a usefully large gap, because they have no covert cloak:
Curse,
Rook,
For a 'small gang' though, where you can reasonably expect to have someone running as scout/initial tackle, I'd have to say it's probably either the Rook or the Curse - they're both pretty handy as combined 'ewar suppression' and carrying enough DPS to 'pull their weight' in a small gang.
Falcon, Rapier remain handy, in the right kind of gang mind. Arazu works if it's the one being the scout, and doing initial tackle. Pilgrim... it's ok, but not stunning.
Lachesis and Huginn remain turkeys, because they don't really add much value over their cloaking counterpart.

kekeke, I hope that opinion is widespread. Especially if they go, "oh its just a rapier. nothing to worry about. move along. move along." if they catch me on a scan. ^^
But as others have said all the recons have a role they excel at so it just depends on what you need done in the gang. Hell I would say that having one of each of the races combat recons in a roving hac gang would be perfection itself.

honestly depends on exactly what you are using it for... The arazu arguably is the best tackler in the game being the only ship that can lock down and take 0 damage on a single point target from 40km. Against larger groups ecm starts to look a little better then damps...
