I guess you guys have forgotten what server boot is like from a patch. Sometimes Q&A can give the "go" command for the server to start up and yes you see Xxx seconds till startup and then it goes down again. this again is quite normal its the server saying it will not accept connections there is still something wrong with the database. in a way its CCP's way of showing you they are not sitting on their hands.

The EVE cluster has reached its maximum user limit. Please try logging in again later. You are #2290 in line for logon. Some folks get all the luck :)

Actually it's a way to show that things aren't running smooth.
Just think of any paid service that costs about as much as EVE (e.g. cell phone): would you accept 5.5 - no 7 - no 9.5 - no 12 - hours downtime?? And then still say "At least they do *something*"?

Ever been in a power cut that last for several days? i doubt it. i have i have even been out to the site where they are busy installing new power lines that takes days to put up. its the same method things take time. and sometimes they dont work first go.

Yeah I am pretty amazed at how little salvage the small rigs take now also....
