There is a cost to have these advanced lines of communication and logistics.
You can get what you want by merging under the new divisional roles that Shiva allows for.

The bottom line is regardless of what the cost will be, the advanced logistics made availible to alliances are there for official ALLIANCES.
If you don't feel that the cost of worth the gain, be it 1 billion, or 1 thousand ISK, then that choice is yours.
