I have just spent one of the most frustrating hours of my life being nearly perma-jammed by Guristas NPC. I have heard some people say that ECCM does help against NPCs, while others say the jam chance is hard coded for NPCs and ECCM has no effect. Which is correct?
If ECCM works, I'll fit other. Otherwise, I'm not doing another Guristas mission again.

from what i know mostly all Ewar wont rly work on NPCs in general, the only ones that work are target painters, webs, ans scramblers (if they are belt rats that might try to run or if they use a MWD its shut off)
as for not doing Gurista mishes ever again, i dont really advise that, cause guess what? players like to jam u a lot too
use the bar at the bottom of the screen above our HUD to see when the ECM ends and check ur overview to see which ones are jamming you so you know to kills those first
the gurista mishes should completely perma jam u and if they do either get sensor booster to u can lock faster between ECM cycles or get a friend to pop the jammers while u sit being jammed

NPC's that do electronic warfare have a fixed percent chance to use their e-war effect each cycle. In your case, fitting an ECCM will not help in any way against NPC ECM jamming.
And concerning using e-war on NPC's, yes they all theoretically work. You can ECM jam them, but there are usually too many of them to bother. You can sensor damp them, but most rats have extremely long targeting range. You can tracking disrupt them, but again, there's usually too many to make a large difference (and it's only effective if you keep a high angular velocity on the target). You can neut rats, which used to reduce the frequency they repaired (not sure now). You can nos rats, but they only give a limited amount of cap.

Not really much you can do against NPC in this department.. although drones help mitigate being jammed Since they cannot be jammed and will continue to attack a target even if you are jammed, and if set to aggressive will even move to the next target.
