Hi all just a couple questions regarding a upcoming tournament my corp is holding.
The tournament is for very new players (I have about 1.4m SP) and involves 4 teams of 2. Each team is given 30m ISK to fit 8 ships (4 each for multiple rounds)and can only use t1 and named modules.
My question involves what sort of pair tactics and fitting would be good for my team. I am Amarr, can fly frigates and cruisers (albeit not as well as frigates). My team mate is the same but gallante.
Our initial idea is for me to ply a punisher fairly well tanked with short range pulse lasers, webifier and MWD for mobility while he flies a vexor loaded up with 2 remote repair drones and a mixture of heavy/med/light drones (1 each I think he said he had room for) and rails.
The idea is that I tackle/tank one ship while he keeps his rep drones on me, and sends the drones on the other target. The plan is so he does most of the damage while I keep at least one target off him. We figure having a frig tank will throw most of our opponents off, considering we are all new.
Any comments/suggestions would be great.

The field is 150km x 150km I believe and no warping out, last ship alive wins. The judges sit in a couple battleship off to the side to err 'red card' anyone who strays out of the field.
Not sure how we start though, I think it is either start at either end or we warp in simultaneously. I know they can lead to very different tactics, I will try and find out.
We have to submit an itemized list of ships and fittings before the tournament so no changing of ships mid way. Range is what ever you want in that field.

So I found out the opposing teams races are are:
Caldari + Amarr
Caldari + Amarr
Caldari + Minmatar
Minmatar +Gallente
So do you recommend a mixture of ships? I like the sound of the neuting arby, maybe an arby, an omen and 2 punishers for my 4 ships?
I also prefer buffer tanking, I was playing around with the arby and managed 15k effective HP on EFT, is this reasonable?

Ok, first thanks for all the replies
I have bought 2 arbitrators with the neut fit mentioned before and my team mate has made 2 neuting, plated vexors as well so we should be able to shutdown a target completely together.
Our wallets don't extend to more cruisers so frigates for the next two ships.
On the other hand someone pointed to me that if you win a round you don't NEED to use a different ship for the next round. Maybe pimp our cruisers to use them in all rounds hopefully?
Oh one more thing, the tournament is a points system, 1 point for ship destroyed , 1 point for pod kill (pvp clone is given o us), 0.5 for conceded win

The guys running the tournament seem to be thinking exactly along the same lines as you, as they have changed the format to make it as realistic as possible, namely that the first time we see the team we are up against is when we have warped in the field.
their thinking I guess is in real pvp you can't fit a specific jammer for your target if you don't know what they are.
I think we are happy with speed tanked drone boats, we just need 2 more ships each, frigates or destroyers (not likely dessies but its out there) as that is what we can afford.

Thanks for all the great tips guys, to be honest was a little worried I would get flammed but have got a much better respinse than I would have expected.
The comp is on sunday so will tinker a little more and train some last minute skills (combat drone operation IV in 10 hours) and will post a result up.
