I think it's dumb that it's an "exploit" An exploit implies that it is fixable by coding so as to cause the game not to allow it. If it's not fixable, that just means it's a by-product of the coding and you can't punish someone for playing the game according to the programmed rules, intentional or not.
If I can get out of my ship and run away before CONCORD gets there, why is that illegal? If I can get out of my car before the cops get to me, you don't suddenly see 5 cops appear in front of you to stop you.

I've made it past CONCORD... once.
I posted a thread not too long ago but I can't be asked to look it up. Anyway it involved me having crap security and entering Yulai in my Navy Comet.
Not wanting to lose my Comet and deal with the CCP petition system to fight to get it back I started warping to planets. Like crazy. Long warps too. Like mash warp to whatever is aligned to you.
Apparently it wasn't a sploit, because the mechanics of entering a CONCORD sovereign system really are not supposed to flag you as Global. But it does, so you lose your ship.
It was a one time deal. Now my sec is up and I won't have to deal with that for quite some time :X

Happened to me in Pakhshi (CONCORD Sov). Gate guns gift you with a GCC for having a low sec status, but small ships can kill the timer by warping planets.
That said, I'm not convinced that those spawned drones are real concord. I think they are just faction drones which happen to give GCC's.
I wish they would just fix that bug w/ the GCC's in CONCORD sov territory. Quite annoying for the lazy and/or ignorant (/me).

Even if it worked, it's still an exploit and you will still be banned.
But please, feel free to give it a shot. Either way the rest of us will get some lolz at your expense.
Edit: While we're on the subject, I really am curious to know why these topics keep popping up. Even if the latest "Escape CONCORD!!one!eleven!ty-one!!!!!" idea does work, it's still an exploit and all it takes is one petition to make it seem a lot less like "I got away with it!" and a lot more like "WTF?!"
tl;dr: Evanding and/or manipulating CONCORD for your own purposes is an exploit and you can (and will) be banned for it, regardless of how "cool" the idea may seem. --Vel

uhhhh....please tell me you're joking. This is a terrible analogy.

Let's just hope he gets back into the vehicle within 15 minutes and we'll arrest him then. After 15 minutes, however, the Statute of Limitations is up and he's free to go."
If the RL police are chasing you, you can't just jump out of your car and suddenly you're innocent. The cops will continue to chase you (and the camera crew as well if you're in an episode of "Cops"), until they track you down and prosecute you to the full extent of the law. If anything, you get in even more trouble by trying to evade RL cops, ie resisting arrest, so count yourself lucky that CONCORD only takes your ship and not your pod. "Successfully" resisting arrest in this game means getting banned.
And the "programmed rules" that you mentioned are updated all the time, so they are, in fact, fixable. Regardless, the actual rules of the game state that invoking a CONCORD response means you will lose your ship, period.
