Hrm, just tried this out on the test server in a .5 and a couple of concord cruisers did indeed spawn in about 5 seconds then instapermascramjamnueted me but it did take about 15 seconds for the bs to arrive and kill me. Something is not right.. The cruisers should come in at about 15 seconds then the bs a bit later. I can only imagine that a .6 responce was about what he experienced. 
edit: try petitioning it under bugs to see what ccp say. Just make sure to explain your not after a reimburse but to clarify responce times so they don't put you in the slow lane.
