Technically nothing can do it, because pods can warp instantly. In practice, there is a bit of lag, and if the lag breaks in your favor, you can often catch a pod with an interceptor or any normal frigate. A sensor booster helps.

I've done it in a sensor boosted and scripted raptor before... once. Granted i was in 0.0 so no gate guns :P - In essence, any combat related activity involving damage has been 'speed nerfed' to just take 6 times longer with a predetermined outcome coined balance by CCP. |

what about a ship that has buddies using remote sensor boosters, or is it still pretty much a luck/lag thing

Won't really work. Even if you instalock, by the time the lag on your side clears and you can begin targetting, if the target is spamming warp, he will be away already.

Bring someone in a smartie BS (as mentioned above), it's the only way and it'll also catch light ships warping TO the gate if you get the timing right.

Warping from a gate in a pod is 100% safe. No amount of smartbombs will kill you before you actually leave grid (ie. enter warp). Warping to gate is entirely different, you exit warp 50-100k? Km and slow down so a smartbombing BS on the path can pop you.
Getting a point on a pod warping from a gate is near impossible, but it is doable with ungodly amount of signature resolution. Try a dual sensor-boosted Stiletto/Malediction (for point range) and add one or two remote sensor boosters.
For pure solo poddings with massive "lol" potential grab an exhumer and sensor boost it to high hell, can get 2.5-3k sig-res which is bare minimum to have a chance to catch pods at gates/undocks.
