Right.. the regen from the extra hitpoints is the whole reason for the comparison. Is it like pointing out the sky is blue.

Extenders for pvp. Purgers for tanking pve things - But pve where the uber tank is needed is probably done better in a battleship.
On a completely seperate note. I've been playing around alot with an active tanked cylone and its t2 varients. From my experience I've decided active tanking does have some kind of role. To confirm my feelings I went and did some graphing with excel.
Basically, Active tanking lives in the area where you are taking a limited ammount of dps. Buffer tanking becomes better after a certain point. And as your graph travels into 'high inbound dps' territory both kinds of tanks die horribly.
So there are 3 categories of inbound damage. The final category it only makes a matter of seconds difference as to how you were tanked. The transition from the first category where active tanking is better, to the second category where buffer tanking is better, happens somewhere between 1.5-2 gank battlecruisers shooting at you. 1 for cheap cyclones. 3+ for pimped claymores. Thats actually not alot of guys.
But in combat, there are alot of times where you find yourself taking small to moderate ammounts of dps. IE you haven't been properly tackled yet, one enemy ship isn't following primary and is shooting you, you're out of range of most of the enemy, or you're orbiting under BS guns. In these situations active tanks are better because they can deal with it just fine. Whereas a buffer would be slowly dying.
So there is room in EvE for active tanks, particulalry in dogfight situations and when pilot skill is high.
Only kind of relates to the drake. Passive regen tanks are much weaker than active rep, but with alot more buffer. That would shift the 'Time Survived VS Inbound DPS' graph up and to the left. The biggest problem though is that a drake is not manuverable where cyclone is. In a cyclone you can nano around and minimize inbound dps by pulling maunevers like orbiting bs in close and staying out of enemy optimal. In a drake you're a floating brick.

There's also the category where a curse/pilgrim/domi is neuting the crap out of you :(. Given how frequently I've been engaged by neut ships lately I'm starting to have a "cap booster mandatory" mentality on anything larger than a cruiser (and vamp mandatory on anything smaller). Sorta off topic though.
