My main' Drake has 3 x Purger rig, and I'm inclined to buy and fit the same kind of rig for my alt, but I have the vague impression that some pilots prefer Extender rigs.
Do they have good reasons for that?
To me, -20% recharge time seems to be quite superior to +15% shield HP, on any heavily passively shield tanked ship, but that's just my intuition. It could be wrong.
Is it?

Regeneration (purgers) is good in more or less "controlled" environments with steady and ongoing DPS incoming.
In PvP you'll get huge "damage peaks". Let's say you have a shield regeneration of 500 DPS. Two ganky BCs could overhelm this easily. After that your small buffer is away in seconds.
But: A while ago I wanted to find out when it "tips over" ^^
How long does it take for 1-n attackers to overwhelm a given regeneration and buffer tank. My result: with 1-2 attackers regeneration wins. After that buffer is great. But not by a huge margin! The more attackers the smaller the difference. Ofc...math is simple....no need for a diagram tbh ^^
My conclusion: smaller ships which can manage to get kinda "damage breaks" (by out-tracking, flying under the guns, ECM, Damp, ...) a regen tank can be successful...
Ok, but apart from that...it's also about slot usage. A real passive shield tank uses way too much slots for a valid PvP fitting.

My advice is thus: For player versus player, fit Core Defense Field Extenders. For player versus environment, fit Core Defense Field Purgers.

Except if you came to this conclusion you forgot to factor in that shield recharge only hits its peak for a small amount of time at 30% shields.

Actually this is the correct statement.
Assuming that the Drake is to be used in L3 missions or similar (and not L4 which is probably too slow to be sensible), then you don't need the extra tank from purgers, so you may as well go all out gank.

The damage doesn't come in at exactly a constant rate, and a larger shield would allow you to handle the small variations in the rate since the area of the shield which regenerates at the max rate would be bigger.
