But aren't DEVs busy with pulling completely idiotic ideas out of their asses to **** the players like the 2-second scan delay while not even reacting to the threadnought in the assembly hall?

They should have an automated reply, you are number 514,514 in line, the estimated time until your petition gets answered is 514 days ---- a reply which adds nothing to a thread or results in a thread being bumped with no new discussion worthy content is considered spam and as such warrants a forum ban |

Thats not true. A friend of mine got his WOW account hacked 3 weeks ago and it took Blizzard 4 hours to respond, another 2 to reset his password and another 6 hours to restore all the items and money that had been stolen. In other words: he had his account back in under 24h.
Not quite comparable to CCPs fail-support that takes 3 weeks to respond to even the most simple of petitions (and then you're told that their logs suck just as bad as their customer support and they can't help).

Why do the forum mods leave those threads up? To me that seems just as dumb as clicking the links inside them. Yet, we have them in every forum every day. You'd think CCP would want to eliminate these threads that are causing issues for them?

I used the past tense, it is certainly true. One guy was 2 months. Another girl was 6 weeks, she stopped playing over it. It was never less than 10 days. It depends on what happens and if the company is going through a spate of attacks which Blizz were at the time. CCP is now going through this and idiots are making it worse.
I'd ban or charge everyone hacked, their choice, they are wasting everyone's time and taking up a lot of resources better spent elsewhere.

While WoW may have 11 million subscribers, its economy is scattered into chunks of ~3000 players and very basic. Seeing where the gold goes in WoW is like a 6 piece puzzle of Bob the Builder. Seeing where it goes in EVE is a 1,000 piece puzzle titled "Shades of blue". Second, Blizzard has economy of scale when it comes to customer service.
That aside, there's definately room for improvement on CCP's side when it comes to communicating the current status of a petition.
