ok im a noob just started inventing frig ships with LVL 4 skills no dycrypters and no ships as a base item.
i have read some threads that say you must have a ship in the process and others that say you should not because it has a meta lvl of zero.
which is it ? thanks and try not to flame to much im new ;)

T1 ships are meta 0 items. Meta 0 items don't affect the probability for invention. Therefore, using ships in the invention process is a waste. ---

Invention is highly chance based. You only get a little less than 70% chance of success even with max skills and best decryptors for frigs (even less for bigger ships), so don't start inventing unless you are committed. You are probably closer to 40% chance with your skills so don't get bummed out if you don't succeed in a few runs.
Like has been stated, ships as base items don't affect your chance so don't use them. The base item only comes into play with modules where meta items are readily available.
Also note that decryptors are so pricey that it's not usually profitable to use them except for the bigger ships where the chance of success really starts to pay off. ______________________

I have two questions
It says in the blueprints that Decryptors are required, and that they are destroyed in the process in the articles in the evepedia. But the info on decryptors says they can be re-used? so Do you need them and are they destroyed?

You don't need decryptors, they are optional, as are the t1 items.
If used, they are destroyed. Basically, everything you put in the oven (bpcs, datacores, items, decryptors) is consumed, the only thing staying indefinitely is the data interface.
