Sovereignty Level 3 should enable locking star gates such that only alliance members are allowed through without a passkey - or locked down completely. Passkeys can be commissioned in lots by directors. These can be given to friends for strategic use etc. Gates can be hacked temporarily with significant hacking skills.
It doesn't make sense that gates are simply left wide open all the time, uncontrollable by the sov holders.

Sovereignty level 4 should give you access to a new module called "Under the Bed". Once activated, a pilot can go "Under the Bed" and not be bothered by anyone in or outside of his alliance unless that player has deployed the newly created "Chocolate Chip Cookies" pass key.

Yeah, because 0.0 is so overflowing with players right now that what we need is more ways to stop them entering. Hmmm, how about adding a charging system to use gates as well?
Also... "Gates can be locked but then hacked open". What?

i have an idea
there are these anchorable structures out there known as gate guns. they would require ammunition and liquid ozone to work.
for each level of sov, the controller could anchor a gate gun, up to four at a gate.
gate guns would have an interface similar to a pos and could be controlled by someone with pos gunning skills.
they could also be set to shoot at someone with poor standings or even a low security status!

NC alt wut? I'm a BYRN alt! At any rate, it's still ridiculous that just anyone can go through the gates in your sovereign systems. Some sort of locking mechanism should exist, albeit defeatable but wide open is rather ludicrous.

Learn to defend your space and x up when hostiles go in intel chat. Was impressive with providence people 2 days ago, we killed one of their ruptures and then ran into a 40 man gatecamp 3 jumps later.

1) it would be much lulz if this was part of the sov change 2) there *are* some locked down gates in EVE. Mainly, Jove gates and some in missions. Seems kinda stupid a few Gurista frigs can lock down a gate when a player gate-gank can't especially when they have sov. 3) Expounding on that, if you do have sovereignty over some space.... I mean, think what the word "sovereignty" means. It should mean that you have control over your borders (internal and external) as well. Of course, it would be balanced by hacking or at the very least ships with jump drives being able to bypass locked gates.
IMO, we don't need yet another method of control to keep out independent players who stay alive by cloaking in safe-spots and yet another way to make controlling space easy. But I wouldn't rule out CCP considering it.
